Same problem: Pixel 8 Pro. It may have to do with display size and text size settings, as reverting to default sometimes fixes the issue.

I had a similar problem with my s25 ultra. If you scroll the screen so the add new buttom is partially off the screen on the bottom of your phone it will enable the feature.
